HOW CAN I PARTICIPATE?

As a local law enforcement agency or an RMS vendor of/for that agency, you need to write your referral data to DA IT's GJXDM incident-based referral document and submit it to us via SOAP.

The referral and/or referral attachment documents must be valid per the definitions in the document and GJXDM subset schemas found at:

http://justiceschemas.da.wi.gov/eReferral/eReferralDocument.xsd

http://justiceschemas.da.wi.gov/eReferral/eReferralAttachment.xsd

An initial referral (eReferralDocument.xsd) must be successfully submitted and parsed before any attachment (eReferralAttachment.xsd) to that referral may be submitted.  In other words, send the referral document first, then be sure to reference that document’s agency case number (j:Incident/j:ActivityID/j:ID) in the appropriate node of the referral attachment.  Any binary format can be submitted, as long as the XML is properly constructed.  (Full filename with proper extension should be provided in the j:BinaryDescriptionText element; omitting the j:BinaryFormatText element, which has been deprecated.)

A list of the web services that we provide can be found at:

https://qa.ereferral.da.wi.gov/eReferral.asmx

WHAT TYPE OF DATA CAN BE SENT IN THE EREFERRAL?

The data transmitted electronically is the same information commonly included on the paper referrals that are manually handed off to the DA office – most of which is maintained within the law enforcement agency's RMS:

  • Incident date, time, location
  • Defendant demographic, identifier, alias, contact information
  • Victim and/or Witness demographic, identifier, alias, contact information
  • Referred charges, enhancers, modifiers
  • Arrest date, agency, tracking number (ATN)
  • Text for any notes or incident reports

Since procedures vary widely from jurisdiction to jurisdiction, only the referring agency knows exactly when their referral is ready to be sent to the DA office for consideration of prosecution. This is a decision that can and should be reached between the law enforcement agency and the respective RMS vendor.
